We did this ourselves. Export open issues per project and import them as work items; historic closed tickets are usually best left in Jira read-only rather than dragged across.
We left Jira ourselves.
Our delivery lived in Jira, our clients in a CRM, our invoices in a third tool, and every Friday someone reconciled the three. The tickets were beautifully tracked and told us nothing about whether the work was profitable or whether the client was happy. Moving to one record was the single biggest change we made.
